In 1964, Zambia’s adult education facilities existed in only three provinces on the railroad, and over 60 per cent of the population had no facilities. Over the 1.5 million adults, one million had never been to school.
In early 1964, a program of night school was organised in centres away from the railroad. A correspondence course unit was established at Evelyn Hone College of Further Education, and fees were reduced and a policy of incentive fee remission initiated. By 1965, a detailed education plan was prepared as part of the National Development Plan, 1965-70.
