At the time of Independence, co-operative development had not made any substantial progress outside the Eastern Province. With the advent of Independence, the political and social significance of co-operation was immediately recognised and, under the Transitional Plan and the First National Development Plan, considerable emphasis was laid on this form of development.
However, during the early years, Zambia experienced difficulties with co-operatives due to the short experience with them. Lack of knowledge in managing them resulted in the introduction of co-operatives with numerous difficulties, including non-repayment of credit.
However, in spite of the difficulties and the lack of statistics regarding co-operative agricultural production, data collected during 1968-69 season showed that agricultural producer co-operatives sold crops worth some K560,000.
