On 10 December 1948, the United Nations General Assembly adopted and proclaimed the Universal Declaration of Human Rights. To mark this event the UN General Assembly unanimously designated the whole of the year, 1968, as International Human Rights Year.
While much had been accomplished since 1948, by 1968 no country in the world had fully implemented the rights affirmed in the Universal Declaration.
