A pre-stamped envelope commemorating the XVII World Road Congress will be issued by Australia Post on 4 October 1983.
The XVII World Road Congress is conducted by the Permanent International Association of Road Congresses (PIRAC), the internationally recognised authority on road matters. PIRAC fosters improvements in construction, maintenance, and the economical development and use of road systems throughout the world.
The congress is being held from 8-15 October 1983 at the Sydney Opera House. It is attracting delegates from around the world. Those attending include scientists, engineers and administrators involved in the planning, design, construction, maintenance and operations of roads.
Discussions will be held on such subjects as energy saving in roads and road transport, and the socio-economic effects of road investments. In addition, the congress will be looking at the many questions confronting roadway engineers and planners.

The pre-stamped envelope illustrates the main themes of the conference: earthworks; pavement construction and maintenance; motorways; and roads in urban and developing areas. The congress logo, four boomerangs arranged to form cross roads, is featured in stamp area.
The XVII World Road Congress pre-stamped envelope measures 190 mm x 101 mm and is numbered 067. It carries a 30c denomination and will sell for $A0.37 at all Australia Post philatelic sales centres until 30 April 1984, provided stocks last.
First day of issue postmarked envelopes will be available at first day of issue post offices, including philatelic sales centres, until 17 October 1983, provided stocks last.
