It appears that there was two printings for this value. On 1 July 1971, the rate for letters sent via surface mail and postcards/air letters sent by air mail was raised to 11c.

The most likey explanation for the reprint is that that the original printing was a run of 5,000 sheets that sold out due to demand. As the last 11c value stamps were the 1971 Definitive series and 1972 Munich Olympic Games, the demand left the postal services needing a second print run for the 1972 christmas season. The second run was likely 10,000 sheets. The next 11c value was the Independence issue in July 1973.
