The first priority in the construction of bituminous roads in the First National Development Plan was given to the opening of new foreign trade routes towards Tanzania and Malawi. The road link to Dar es Salaam, Tanzania, was one of the main projects completed under the plan. The Great North Road (822 km) made a better connection with the Tanzanian port of Dar-es-Salaam, and the Great East Road (430 km), connecting Zambia with the rich potential agricultural area of Eastern Province as well as with neighbouring Malawi.
