The foundation stone of the City Hall building was laid on the 14 June 1939 by Cllr. Holdengarde.
The clock and chimes were presented by Mrs. Elwyn L. Wynne and were set in motion by her on 4 November 1940, the same day that Lady Stanley (the Governor’s wife) unveiled the bas-relief which pictured the Indaba with Rhodes and the Indunas, which was located over the door to the council offices at the base of the tower.
