District Commissions were responsible to establish new post offices in their own districts. However, the Commissioners were also responsible for paying the sub-postmasters from an allocated district general fund.
In the late 1950s, these funds were under strain from sub-post offices. Although there was a rapid increase in tourism and commercial activities, no new sub-post offices were opened between July 1959 and the early 1960s.
